Why Dubai Is Becoming One of the Most Comfortable Cities to Live In
At 12:29 on a June afternoon, the man who is laying tiles for your neighbour goes to sit in the shade. He didn’t decide that. From 15 June to 15 September, you cannot work in direct sunlight between 12:30 and 15:00, including weekends and public holidays. Inspectors from the labour ministry will be there to check.
This rule sums up this city better than any photo of the skyline. The hard parts of life here have been turned into rules. These rules have dates, limits, and prices. Luck and knowing the right person are not important. Read the date, and your week goes as planned.
Why summer is easy here: the whole city moves the hours
Everyone thinks the heat will be the problem. It turns out to be the most organised part of the year, because the city as a whole gets organised instead of every household doing their own thing.
Crews work in the morning and in the evening. Deliveries arrive early. Sport, parks and school pick-ups happen before eight and after six, and in September it all changes. No one expects you to be tough at 2 p.m. The afternoon goes by. You could put a date in the calendar three months from now. On a typical Tuesday at 9 p.m., you’ll find things going as usual: the schedule is full, the pool is busy, and the job is finished on time.
What makes schools here easy to choose: ratings and caps are public
For a parent, this is what decides everything, and it is unusually clear.
Dubai has 227 private schools teaching 17 different courses to 387,441 children from 185 different countries. You can keep your child on the same educational programme, whether that’s British, Indian, French, American or international, so moving doesn’t mean your child has to miss a school year.
Every school’s inspection rating is published. 23 schools were rated Outstanding, 48 Very Good, 81 Good, 48 Acceptable, and 2 Weak. You choose from a list, not from a rumour in a parents’ group.
The fees are capped by an index, not by the school. In the 2025–26 school year, the most schools could ask for was 2.35%. This was true no matter the school’s rating. This makes the most difficult part of a family budget something you can plan for in advance.
What there is to do here: the leisure moves outdoors at night
Summer doesn’t cancel life outside; it just moves it to another time of day. The city has the right infrastructure for this.
There are three public beaches: Jumeirah 2, Jumeirah 3, and Umm Suqeim 1, which all have 800-metre-long swimming areas that are lit up at night and have lifeguards on duty from sunset to sunrise. It is free to enter. Swimming at 11 p.m. in July is normal, not an adventure.
Then the cool season arrives, and the calendar fills up. Every November, the city has a month of free sports. Fitness villages are at Kite Beach, Zabeel Park, and Al Warqa’a. They have free classes, and you can book a court. There is also a morning when the main road is closed to cars and used by cyclists. More than 2.7 million people took part in a recent edition. This is more important for a newcomer than it might seem at first. It’s a great way to meet people when you’re visiting a city where everyone’s from somewhere else.
What happens if you get sick: cover is compulsory, not optional
Nobody here has insurance. You must have health cover, which your employer must provide. You also need a residence visa, which cannot be issued or renewed without a valid policy. Arrange this for your spouse and children: they should be added to the sponsor’s policy, which is usually yours. Do this in the same week as your renewal, not at the same time.
The result is that a clinic visit is just a card and a scan, not a calculation on the way there.
Who fixes a broken AC in Dubai: someone tomorrow morning
The law says landlords have to look after their properties, so if a chiller dies, it is the landlord’s problem, not yours. Contracts usually set a small limit, often 500 or 1,000 dirhams, and cheaper jobs are available. You know the number before you sign. A clause that tries to make the tenant replace the air conditioning unit has no legal force.
There is a big market for licensed contractors, so if something breaks on a Thursday, they’ll come on Friday morning. Posting the job on a marketplace like Everlook and collecting a few quotes takes minutes, and three prices for the same work tell you at once whether the number in your hand is normal.
Can your landlord raise the rent: only within published bands
The usual worry when renting abroad is getting an email in March saying your rent is going up by 40% and you have a month to decide. That version of the story doesn’t apply here, because the ceiling is set by a public index rather than by your landlord’s mood. Solve the problem in three steps before dinner.
- Any increase needs 90 days’ written notice before renewal. No notice, no increase.
- Check your own building in the Land Department’s index. Since January 2025, it grades buildings on condition, finishes, and services, so a well-run tower is valued as one.
- Read the band. In 10% of cases, there was no change at all between 11 and 20 per cent below average, and 5 per cent. Then 10, then 15, and only more than 40 per cent below average allows 20.
The index can go up or down, which is exactly why these conversations are short. Two people reading the same public number rarely argue for long.
How much the commute costs: you choose the hour
Rent went up, and so did roads. Until 31 January 2025, the toll gate cost the same four dirhams every time you crossed it. This meant that rush hour was simply something you experienced. The price depends on the time of day. Since 1 June 2026, there is a five per cent VAT on top of the toll and the tag fee. Here is how much a crossing costs today.

Leaving at 10:05 instead of 09:45 saves 2 dirhams at the gate, and a night drive across town costs nothing. You choose how long you want to travel to work.
The man who does the tiles is back on the driveway at three and will have finished by the end of the day, as he said. A city that keeps its promises is a very nice place to live.
